| China to raise safety standard of large coal construction projects |

(ChinaCoalResource, Sept 29, 2006) The central government will strict the safety standard over large coal construction projects to change the still severe safety situation in key state-owned coalmines, said Zhao Tiechui, director of the State Administration of Coal Mine Safety Thursday.
As one of the preconditions for the approval of feasibility study, safety inspection will be conducted on the geological prospecting report, qualification of project designer and mine operators, and the safe exploitation conditions.
Consideration will be given to the access standard of miners, and project scale restriction in line of the degree of mining accidents, Zhao said at the mine safety symposium held in Jinan, east China's Shandong province.
Mines of high gas density, coal and gas outburst, and complicated water and geological condition should be constructed by or participated with coalmine enterprises with according experience and achievements. Enterprises with extra-large accidents will be restricted from applying construction projects for a certain period of time.
The safety supervision sector, together with the investment administrative departments, will organize a special examination over illegal coal projects or projects in violation of laws and regulations in the near future.
China produced 1.375 billion tons of coal during the first eight months, a growth of 8.4% year on year, while the coalmine accidents and deaths reduced by 13.6% and 25.5% year on year. source:ChinaCoalResource |
